§ 16-38. Liability of property owner for removal by city.

The charges, cost and expenses which may be incurred by the city in accordance with this article shall, to the extent of the actual cost thereof to the city, be a charge, cost or expense of the property abutting the sidewalk or banquette or of the lot, place or area, and the owner thereof.
