§ 4-17. When allowed.

No person shall operate a fair, carnival and/or circus except during the annual Cotton Festival; provided, however, that at the request of a recognized nonprofit organization, the mayor and board of alderman may make an exception and permit a fair, carnival and/or circus to operate at other times.
