§ 3.3. Streets.

  • 3.301 Conformity to the Comprehensive Plan: The location and width of all streets and roads shall conform to the major road plan.

    3.302 Relation to Adjoining Streets: The arrangement, character, extent, width, grade, and location of all streets shall be considered in their relation to existing and planned streets, to topographical conditions, to public convenience and safety, and in their appropriate relation to the proposed uses of the land to be served by such streets.

    The arrangement of streets in a subdivision shall either:

    1.

    Provide for the continuation of existing principal streets in surrounding areas; or

    2.

    Conform to a plan for area development approved or adopted by the Ville Platte Planning Commission to meet a particular situation where topographical or other conditions make continuance or conformance to existing principal streets impractical.

    3.303 Minor Streets: Minor streets shall be so laid out that their use by through traffic will be discouraged.

    3.304 Marginal Access Street: Where a subdivision borders or contained a controlled access highway, the Ville Platte Planning Commission may elect to require marginal access streets, reverse frontage with screen planting contained in a non-access reservation along the rear property line, deep lots with rear service alleys, or such other treatment as may be necessary for adequate protection of residential properties and to afford separation of through and local traffic. In cases where a controlled access street fronts or passes through a commercial area and marginal access streets are required, commercial facilities will be allowed to front on the marginal access streets.

    3.305 Offsets: Street centerline offsets, or street jogs with centerline offsets, of less than 125 feet shall not be allowed.

    3.306 Tangents: A tangent of at least 100 feet shall be introduced between reverse curves on major and collector streets.

    3.307 Alignments: The horizontal and vertical alignment for all streets shall be not less than the following except in cases of unusual topographic conditions:

    1. Horizontal Alignment Centerline Radius
    Major streets 500 feet minimum
    Collector streets 300 feet minimum
    Minor streets 100 feet minimum

     

    2.

    All changes in street grades shall be made with vertical curves that provide minimum sight distances of not less than the following, except in cases of unusual topographic conditions:

    Major streets with median 500 feet minimum
    Major streets without median 800 feet minimum
    Collector streets 300 feet minimum
    Minor streets 200 feet minimum

     

    Sight distance for vertical alignment shall be determined by measuring from a point 4.0 feet above the roadway surface along a line of sight to a point 4.0 inches above the roadway surface.

    3.308 Intersections: Streets shall be laid out so as to intersect as nearly as possible at right angles and no street shall intersect any other street at less than 60 degrees unless approved by the Ville Platte Planning Commission.

    Property lines at street intersections shall be rounded with a minimum radius of ten feet.

    3.309 Rights-of-Way Width: Street right-of-way widths shall be not less than as follows:

    3.310 Minimum Surface Widths and Cross-Sections: Minimum surface widths and cross-sections shall conform to the major road plan.

    On major and collector streets, the developer shall not be required to surface in excess of 26 feet. Other additional surfacing needed shall be provided by either the city or State of Louisiana. Surfacing of streets may be at the discretion of the Ville Platte Planning Commission, but sufficient rights-of-way for major streets shall be dedicated.

    3.311 Curbs and Gutters: When specified by the Ville Platte Planning Commission, the subdivider shall provide permanent six inch concrete curbs with 24 inch integral concrete gutters, standard rolled curb and gutter, or other construction approved by the Town Engineer.

    3.312 Additional Widths on Existing Streets: Subdivisions that adjoin existing streets shall dedicate additional right-of-way to meet the above minimum street width requirements.

    The entire right-of-way shall be provided where any part of this subdivision is on both sides of the existing street.

    When the subdivisions are located on only one side of an existing street, one half of the required right-of-way measured from the center line of the existing roadway shall be provided.

    3.313 Half Streets: Half streets shall be prohibited.

    3.314 Restriction of Access: When a tract fronts on a major street, the Ville Platte Planning Commission may require such lots to be provided with frontage on a marginal access street.

    3.315 Cul-de-sacs: Cul-de-sacs shall be provided at the closed end of a street with a turn-around having an outside roadway diameter of at least 80 feet and a street property line diameter of at least 100 feet. A cul-de-sac street may not exceed 600 feet in length, measured from the entrance to the center line of the turn-around.

    3.316 Private Streets and Reserve Strips: There shall be no private streets platted in any subdivision. Every lot in subdivision property shall be served from a publicly dedicated street except those as provided for city houses (section 3.12). There shall be no reserve strips controlling access to streets.
