Whenever an area of at least 20 acres is to be developed as a single entity with parks and playgrounds, with through streets cared for, and the majority of the minor streets of the cul-de-sac type, the Ville Platte Planning Commission may vary the requirements of Sections 3.1, 3.2 and 3.3.
